The Ministry of Tourism manages the procedures to recognise the professional qualifications of:
The procedure differs depending on the applicant’s country of origin, as does whether it concerns temporary or permanent services.
The procedures concerning calls for tenders and examinations for qualification to exercise the tourist professions are, on the other hand, carried out by each region according to its own regulations.
The procedures to recognise the professions of tour manager and travel agency manager are carried out by the Regional Administrations.
In Italy the professions of tour manager and tourist guide are regulated separately and the issuing of the relevant qualifications is a regional/provincial competence.
At present, while waiting for the Regions to define the aforementioned procedures, requests for recognition of the aforementioned professions may be submitted to the Ministry at the dedicated email address firstname.lastname@example.org, using the forms published on this website in the subsections of the specific tourism professions.
MiTur has published the Decree on the professional requirements for technical directors of travel and tourism agencies: DM of 05.08.2021_Professional requirements for technical directors of travel and tourism agencies
Criteria and requirements for the recognition of other tourism professions are currently being defined.
Pursuant to Directive 2005/36/EC, supplemented and amended by Directive 2013/55/EU transposed respectively by D. Lgs. no. 206/2007 and D. Lgs. no. 15/2016, the recognition of professions can be requested by users as:
Temporary and occasional performance
Interested parties may request recognition of their professional qualification or experience for the purposes of occasional and temporary freelance work by sending a “prior declaration” accompanied by all the necessary documents to the dedicated email address email@example.com. The Office will verify the completeness of the documentation and will enter the name of the temporary professional in a List which is constantly updated and published on the institutional website of the Ministry of Tourism in the dedicated section at https://www.ministeroturismo.gov.it/tourism-careers/.
It should be noted that a prior declaration is not required for the occasional provision of services by tourist guides, whereas it is required for the request for recognition of the professional services of tourist guides.
Right of establishment
Interested parties may request recognition of their professional qualification or experience for the purposes of exercising the right of establishment by sending an application to the Ministry at the dedicated email address firstname.lastname@example.org, accompanied by all the necessary documents. The relevant Office will check the completeness of the documentation, will inform the interested party and, in the event of a positive preliminary investigation, will publishe the relevant recognition decree within the established timeframe (within three months from the receipt of the complete documentation).
The recognition decrees will then be sent to the interested parties, to the Regions for the possible organisation of the compensatory measure preliminary to the issue of the Italian licence, and are also published on the institutional website of the Ministry of Tourism in the dedicated section at https://www.ministeroturismo.gov.it/tourism-careers/.
